I have the honor to inform you, in reply to your letter, enclosing petition for mail
service from Ashland by Sand Point and Floris to Bloomfield, that the Department cannot
put the service in operation, because the road between the points named has not been
declared a post-route.
As you desired, the petition is herewith returned to you.
