To the Senate, & House of Representatives of the United States:
The Petition of the undersigned, inhabitants of the Counties of Tioga & Tompkins,
in the State of New York, residing in the Towns of Ow[eg]o, Candor & Newark in Tioga, & Speedsville in [To]mpkins County, beg leave respectfully to represent; [th]at the mail is now carried twice a week from [Ow]ego to Speedsville, a distance of fifteen miles, [thr]ough a thickly settled country, along the [val]ley of the East Owego Creek, passing the [W]est Newark P. Office, that there is no mail route established by law from Speedsville
to Owego, although the mail is carried at the expense of the Post office Department
from Speedsville to West Newark about one third of the distance to Owego, & from West
Newark to Owego a distance of ten miles the mail is now carried by private subscription,
at the expense of the inhabitants on said route. Your petitioners pray that a law
may be passed establishing a Post route from Owego to Speedsville as above mentioned,
believing that the public interest requires it as well as justice to the inhabitants
living on said route. The undersigned would add that by extending the route from
Ithaca to Speedsville as now established; so as to continue it to Owego, the same
object would be secured, & they further state that the mail is now carried twice a
week from Speedsville to Owego & back from Owego to Speedsville in the manner before
mentioned. And your Petitioners will ever pray &c
