To the Congress of the United States.
The undersigned respectfully call the attention of Congress to the subject of the present rates of Newspaper Postage and ask that the law which requires the prepayment of three cents each upon transient newspapers may be so altered that the rate of one cent, prepaid, be established upon all transient newspapers for any distance within the United States. We believe that this will suffice to remunerate the department for the expense incurred in the transmission of papers and will prove a desirable change to the public.

I wish you to present the accompanying petition to Congress. I would Easily procure a larger number of names to the petition but I have not the time nor do I think it necessary. The present rates of postage are so onerous and the Evil is so universally acknowledged that it is not requisite to procure additional signatures. I resume it is only necessary to lay this subject before Congress in order to have the modification made which is asked for in the memorial.
