To the Honorable . . . Senate and House of Representatives of the Uni[ted] Sta[tes], in Congress assembled.
The Subscribers, citizens of the county of Adams, State of Pennsylvania, respectfully
pray your honorable bodies, that the provisions in the Act of Congress of March 3d 1847, requiring postage to be paid on all newspapers circulating in the mail within
30 miles of the office of publication; and also that part of the Same Act, requiring
the pre-payment of 3 cents postage on each transient newspaper sent in the mail, be
repealed, and that such of the modifications of said act be made as shall more effectually
provide for a Uniform system of cheap postage on letters, &c.
