To the Senate and House of Representatives of the United States Congress:
The undersigned, citizens of Crawford county, Ohio, feeling agrieved by the repeal of so much of an act approved March 3d, 1845, as allows publishers of Newspapers to send through the mail Newspapers of no greater size than nineteen hundred square inches, THIRTY MILES FREE OF POSTAGE, respectfully pray your honorable body to repeal so much of an act approved March 3d, 1847, as repeals so much of the 2d section of an act, entitled an act, “To reduce the rates of postage, to limit the use and correct the abuse of the franking privilege, and for the prevention of frauds on the revenue of the Post Office Department,” as reads as follows:—“That all newspapers of no greater size or superfices than nineteen hundred square inches, may be transmitted through the mail by the editor or publisher thereof, to all subscribers or other persons within THIRTY MILES of the city, town, or other place in which the paper is or may be printed, free of any charge for postage whatever.”
