To the Honorable the Senate and House of Representatives of the United States, in
Congress assembled:
The subscribers, citizens of the County of Morgan, State of Ohio, respectfully pray
your honorable bodies that the provisions in the act of Congress of March 3, 1847,
requiring postage to be paid in all newspapers circulating in the mail within 30 miles
of the office of publication, be repealed; and that such other modifications of said
act be made as shall more effectually provide for a uniform system of cheap postage
on letters, &c.
