We the undersigned citizens of ^Summit Co^ Ohio, respectfully & earnstly petition, that the postage laws ( [...?] ) may be so altered that the postage on occasional newspapers, not sent from the office of publication, shall be only one cent, instead of three cents, we consider the present law (if it is the law, tho we think it is an usurpation of the P M General) an unreasonable tax upon intelligence,
