To the Honorable the House of Representatives
The Petition of the undersigned citizens of the1 County of Delaware & State of New York respectfully showeth: That believing that
our Postage Laws are susceptible of improvement, they would recommend that an act
be passed establishing the Postage according to the following rates:
First: 2 cents on each letter weighing 3/4 of an ounce under 500 miles; 5 cents over 500 & under 1500 miles; and 10 cents over 1500 miles.
Secondly 1 cent on each newspaper. Periodicals in [propetian?]
