To the Honorable the Senate and House of Representatives of the United States, in
Congress assembled:
We, the undersigned, citizens of Lowell, in the Commonwealth of Massachusetts, respectfully
ask the passage of a law establishing an uniform rate of letter postage, and requiring
the pre-payment thereof, at five
^two^ cents each for all letters not exceeding one ounce in weight. And, they further ask
the passage of a law establishing an uniform newspaper postage of one cent for each
paper; and requiring all transcient papers, (or papers not sent to regular subscribers from the office of publication,)
to be pre-paid. And they further ask the total abolition of the franking privilege.
