To the Honorable, the Senate and House of Representatives of the United States:
The petition of the subscribers citizens of Knox County in the State of Illinois respectfully showeth: that they consider the present rates of postage unequal and unjust, and would recommend that an act be passed establishing a Uniform rate of postage on all mail matter transmitted through the Post1 Office to any place within the Union, and embracing the following provisions namely:
Two cents on each letter weighing half an ounce.
One cent on each newspaper. Periodicals in proportion
All postages to be prepaid, excepting on newspapers regularly sent to subscribers, which should be paid quarterly in advance.
