To the Senate and House of Representatives of the United States, in Congress assembled.
The undersigned, legal voters of the town of Leyden, in the County of Franklin and
Commonwealth of Massachusetts, respectfully petition congress to pass a law establishing
an uniform rate of Postage, not to exceed one cent on newspapers, and two cents on
each pre-paid letter of half an ounce, for all distances, and as in duty bound &c.
