To the Senate & House of Representatives in Congress Assembled,The undersigned, Citizens of Portland & vicinity, respectfully petition Congress to
pass a law to establish a uniform rate of postage not to exceed One cent for newspapers, And Two cents on each prepaid letters of half an ounce, for all distances; And for other corresponding reforms. And as
in duty bound, will ever pray.
