To the Honorable the Senate and House of Representatives of the United States, in
Congress assembled:
The Petition of the Subscribers citizens of Centre County, Pennsylvania Respectfully
represents:
That your petitioners have seen that a bill has been reported in one or both of your
honorable bodies reducing the rates of Postage, which bill has the approbation of
your petitioners: but we have also seen with regret, that said bill does not provide
for carrying Newspapers in the Mails free of Postage within the County printed, and
to the distance of thirty miles from the place where such papers are printed. Your
petitioners therefore pray your honorable bodies that the bill may be so amended as
to embrace the above provision. And as in duty bound they will ever pray &c
