To the Senate and House of Representatives of The United States, in Congress Assembled:
The Undersigned, citizens of the State of New-York, Respectfully ask of your Honorable bodies: That you will pass a Law entirely abolishing the Franking privilege, and reducing postage, uniformly, to all the people, on all mailable matter, to the lowest possible rates, compatible with the interest and due administration of the Post Office Department, when freed from the oppressive incubus of the Franking privilege, and its manifold abuses.
