The Undersigned, citizens of The State [of?] New-York, Respectfully ask of your Honorable Bodies: That you will pass a law, entirely
abolishing the Franking Privilege, and reducing postage, uniformly, to all the people,
on all mailable matter, to the lowest possible rates, compatible with the interest
and due administration of the Post Office Department, when freed from the oppressive
incubus of The Franking Privilege, and its manifold abuses.
