Will Congress expend millions yearly to keep up an Army and Navy, which contribute nothing to the moral elevation of the People, and then refuse to the country a cheap Postage system for fear it will not yield a revenue sufficient to support itself? Shall the brute force of military power be the security of our Republic, and not intelligence and virtue, which cheap postage will promote?
