Congress
for
Cheap
Postage.
The undersigned, inhabitants of Massachusetts, respectfully petition Congress to pass
a law establishing the rate of postage at two cents on each pre-paid letter of half
an ounce for all distances, and one cent each on all papers above the superroyal size
and half a cent each on all papers below that size, and for Penny Postage across the
Atlantic Ocean: and your petitioners will ever pray

Will Congress expend millions yearly to keep up an Army and Navy, which contribute
nothing to the moral elevation of the People, and then refuse to the country a cheap
Postage system for fear it will not yield a revenue sufficient to support itself?
Shall the brute force of military power be the security of our Republic, and not intelligence
and virtue, which cheap postage will promote?
