To the Honourable Sennate and House of Representatives of the United States in Congress
assembled.
The undersigned inhabitants of Palermo in the State of Maine, Respectfully request
you to pass a Postal Law that shall embrace the following items.
1.st The postage on letters of half ounce shall not exceed two or three cents, and all
other mailage as low in proportion.
2d every thing shall be prepaid that goes in the maile, with no exception whatever.
3d All mailage shall be prepaid.
4th Letters after laying in any office three months shall be opened by the Postmaster
and a justice of the Peace or notary Public and disposed of as the case may require,
and as in duty bound will ever pray.
