To the Honble the Congress of the United States of N.A.
We, whose names are hereunto annexed, Citizens of Virginia, most respectfully represent that a reduction of postage to a uniform rate of two cents on letters, and in proportion, on Newspapers & Magazines would, in the opinion of your petioners, not only produce a revenue fully adequate to meet the expenses of the Postal Department, but would, probably, in a few years, produce a net surplus, while intercourse by letters through the Mail, would be greatly facilitated to all classes, the poor as well as the rich, & intelligence on all subjects, so necessary in a Republic, be more generally diffused throughout the Country. We respectfully pray also that the franking privilege may be limited. And your petioners, as in duty bound, will ever pray &c.
