To the Honourable the Congress of the united States:
The undersigned Inhabitants of the County of Greene State of new York, believing that no measure could be adopted by your Honourable body, so well calculated to encourage a diffusion of intelligence, to strengthen the social ties which bind a community to each other, and promote the education of the young, as to reduce the postage of letters to the lowest possible price for whi which they may be transmitted through the land.
And believing from the experience of Great Britain (where two cents a letter produces an income to the government) that three Cents per half ounce would be amply sufficient to cover the costs of the mail. Respectfully1 pray your Honours to pass the Bill before the House to reduce the postage to that sum without respect to distance throughout the United States and Newspapers in a corresponding ratio.
