The undersigned residents of the state of Ohio beleiving that enlightened policy requires
the reduction of Postage on letters to 2 cents and that on papers to half & one cent,
and the abolishment of the franking privilege would humbly pray your honorable body
to pass a law to that effect, and as in duty bound &c
