LOW POSTAGE.
To the Honorable the Senate and House of Representatives of the United States, in Congress assembled:
The undersigned, inhabitants of Monroe [and adjoining?] counties, would respectfully represent:
That in common with the great mass of the people of this Union, they are intimately connected in their business transactions, their social relations, and intellectual improvement, with the management of the Post Office Department. That in their opinion, a low rate of postage on letters and newspapers, and other mailable matter, would greatly promote these important interests, advance the prosperity, political and social happiness of this great nation. They are well aware of the gross injustice of subjecting the letter correspondence to a rate of postage so excessive that it almost defrays the entire expenses of the Department, franking privileges, unproductive routes, &c., &c. The experiment of reduced rates of postage has been partially tried by the government, with very favorable results. In England, with one penny (about two cents) postage on letters, Lord John Russell estimates the net proceeds of the Post Office for this year at about four millions of dollars, and he puts the sum down as a part of the revenue of the government.
From these considerations, we feel ourselves justified in asking of your honorable body a tariff of postage on letters, for all distances, of two cents; also for the ENTIRE EXEMPTION of POSTAGE on newspapers within thirty miles of the publishing office, and on newspapers, over thirty miles from the publishing office, for all distances, one cent; and for the special privilege of the people, we would ask that they may be allowed to send newspapers through the Post-Office for one cent postage, and not THREE CENTS, and that pre-paid as at present.
