To the Hon. the Congress of the United States:
Your petitioners respectfully represent, that they are citizens of St Joseph and Cass counties Michigan, and Elkhart County, Indiana—that they have for a long time been aware that the per centage, under the present law regulating the payment of Deputy Postmasters, is grossly inadequate in many instances, and especially so, in the case of the post-master at Mottville, St. Joseph county Michigan. At this point four mails (from the north, south, east & west) empty their contents—(one of which is the Toledo mail, which brings a very ^heavy^ amount of matter) all of which are distributed at [his?] office, it being in effect a “distributing office for western Michigan^—northern Indiana^ the per centage received is from ten to fifteen dollars per quarter, which, after paying for lights, fuel, & room-rent, leaves the heavy amount of labor, almost entirely without remuneration. Your petitioners therefore pray that the Post-Master at Mottville, may receive a reasonable salary for his labor; and if there is no existing law authorizing it, that one be passed
