I have examined the petition you handed me this morning urging an increase of compensation to be made to John F. Warnack on Route 5588 from West-point Ga to Wetumpka Alabama. In reply I have the honor to inform that contracts are let out by law to the lowest bidder & the P. M. Genl has no authority to increase the compensation without requiring additional service in exact proportion to the price paid by the Original Contract. There can, be therefore, be no relief granted by the Department in such cases, however inadequate the compensation may be. I return the papers as you requested.
