Saint Louis
respectfully petition that your honorable body will pass such Laws, in reference to
Steam-boat Navigation, the Qualifications of Engineers and Pilots, and the Responsibilities
of Owners, as, in your judgment, will tend to secure safety to the Lives and Property
daily embarked and hazarded in Steam-boats.
