To the Honorable the Senate and House of Representatives, in Congress assembled:
The undersigned, citizens of the 33d Congressional District of the State of New York, respectfully ask your Honorable Body to pass a law organizing Territorial Governments for New Mexico and California, prohibiting the introduction of Slavery into said Territories.
As descendants of our illustrious Revolutionary ancestors, we feel deeply mortified to have the world know that even an effort is made to doom to Slavery, lands that, by the despised and down-trodden Mexicans, were made free.
As an evidence of the policy, the wisdom and the constitutionality of excluding Slavery from our newly acquired territories, we would ask you to look at those might States north-west of the Ohio, consecrated to Freedom by the Ordinance of 1787, and now teeming with an industrious, intelligent, virtuous, happy and Free people. Thus would we ask you, by wise legislation, to make New Mexico and California.
