Be it Enacted by the people of the State of Illinois Represented in the General Assembly that the sum of One Hundred dollars, be and the same is hereby appropriated to Stephen Row of Shelby County for the purpose of defraying the Expence of his Son George an insane boy to the nearest Insane Hospittle, and that the auditor issue his warrant on the Treasuror for the same.

1On January 9, 1841, Wickliffe Kitchell from the Committee on the Judiciary, to which the House of Representatives had referred the petition of Stephen Row, reported back the petition, and the House discharged the Committee on the Judiciary
from further consideration. The House referred the petition to the Committee on Finance,
of which Abraham Lincoln was a member. In response to this petition, Owen Prentice of the Committee on Finance introduced HB 152 in the House on January 30. On February
4, the House referred the bill to the Committee on Public Accounts and Expenditures.
The Committee on Public Accounts and Expenditures reported back the bill on February
16, recommending its rejection, and the House refused to engross the bill.
