A Bill for an act for the relief of Henry Rhines and Adam Berg
1Sec [Section] 1. Be it enacted by the people of the State of Illinois represented in the Genl Assembly That Henry Rhines and Adam Berg be and they are hereby released and discharged from any other or further payments
on their respective shares or proportions of Lot one in Block Thirty three in the
original town of Chicago, — and the canal commissioners2 are hereby authorized and required to enter a credit on the note or notes held by
them for the consideration of said Lot equal to, and in full discharge of the claim
of the state against said Rhines & Berg respectively
Sec 2. The said Canal Commissioners shall give a certificate of full payment to said
Rhines and Berg for their respective parts of said Lot, upon which ^and the^ Governor is required to make his patent to them in conformity thereto

1On January 12, 1841, Albert G. Leary in the House of Representatives presented the petition of Henry Rhines and Adam Berg, signed by the mayor and Common Council of Chicago, and two hundred prominent citizens
of Cook County, requesting relief. The House referred the petition to the Committee on Canals and
Canal Lands, of which Abraham Lincoln was a member. In response to this petition, Alfred W. Cavarly introduced HB 199 in the House of Representatives on February 4, 1841. The House referred the bill and the aforementioned petition
to a select committee. The select committee reported back the bill, and the House
referred it to the Committee on Finance, of which Lincoln was a member. The Committee
on Finance reported back the bill on February 27, recommending its rejection, and
the House concurred.
