Sec.[Section] 1. Be it enacted By The People of the State of Illinois Represented in The General Assembly: That the Governor of the State be and he is hereby authorized to substitute state Bonds for the amount of scrip paid to and held by Charles G. Scott, [Jame ?] Scott and Samuel Maloon as Contractors on the Pekin and Bloomington Rail Road. And the said Contractors above named shall present the scrip paid to and held by them as aforesaid to the Treasurer of State before the Governor shall execute said Bonds, who shall examine and Check the registered numbers of the same as they appear upon the Exchange Books of the late Board of Commissioners of Public Works and if the Registered Numbers of the Scrip presented shall be found to appear upon said Exchange Books and the same has been issued by the said Commissioners or either of them then the Governor shall issue Bonds to the amount of such scrip so presented and examined when the same shall be burned in the presence of the Secretary of State, the Auditor and Treasurer of State—any law to the contrary notwithstanding
