Whereas, There are a number of Streams in the County of Boone that should be permenantly Bridged, on account of their being impassable in the Spring and fall of each year;
and Whereas, The people are not able to build Bridges across said Streams as they
should be built, to accommodate and benefit the public: Therefore;
Sec[Section]. 1. Be it enacted by the people of the State of Illinois represented in the General Assembly, That the following named persons be, and they are hereby appointed managers of a
lottery for the purposes hereinafter mentioned, with the right of increasing the board
of managers to the number of five, to wit: Albert Neely[,] Alfred E. Ames[,] and Hiram Waterman.
Sec. 2. That the said managers, or a majority of them, may raise by means of a lottery,
in one or more classes any sum of money not ex ceeding thirty thousand dollars. Twenty per centum of the profit money to be paid into the County treasury of Boone County to be applied by the County Commissioners court of said County, to the building of bridges in the said county of Boone. When such Bridges are built that are necessary, the County Treasurer of said County shall pay any moneys arrising from said lottery into the State Treasury

Sec. 3. That the said Lottery shall be drawn at the Town of Belvidere, or at any other place the managers shall think proper.
Sec. 4. That the managers shall give due notice of the time and place of drawing said
lottery, in such newspapers as they shall think proper.
Sec. 5. That there shall be a Treasurer elected by the board who shall act as principal
clerk. He shall give bonds conditioned for the faithful performance of his duties
in such sum as the managers shall require, and the said board may remove their Treasurer
at any time, and create another, for just cause shown to be made a matter of record.
The Treasurer shall keep a just and true record of the proceedings of the managers
of said lottery.
Sec. 6. That the managers shall make or cause to be made two accounts bienially, on the first Monday of September, next preceeding the regular session of the General Assembly of the State of Illinois of the fiscal concerns of said lottery one for the county commissioners Court of Boone county, and the other for the Auditor of Public Accounts, and on the first Monday in November
preceeding the said session of the Legislature shall pay over all moneys on a warrant from the Treasurer of the county of Boone remaining with the said Treasurer of said lottery.

Sec. 7. That if the said lottery or any class thereof, shall not be drawn within eighteen
months after the scheem thereof be agreed upon, and sale of tickets be commenced, then the same shall revert
to the person or persons paying the same into the treasury of said board for, ticket
or tickets.
Sec. 8. That if any manager should refuse to act, those remaining may fill such and all
vacancies by ballot.
Sec. 9. That the first meeting of the managers, shall be held at the house of John K. Towner^’s^ in Belvidere Boone Co.Illinois on the firsst Monday in April 1841, or so soon thereafter as convenient.
Sec. 10. That the said managers shall not take off of any prize money more than fifteen per centum.

1Abram R. Dodge introduced HB 257 in the House of Representatives on February 15, 1841. The House referred the bill to the Committee on State Roads.
The Committee on State Roads reported back the bill on February 27, recommending its
rejection, and the House concurred.
