Be it enacted by the People of the State of Illinois represented in the General Assembly That the Governor shall be authorized to appoint an Agent to proceed to Europe for
the purpose of collecting information concerning the official acts of the Fund Commissioners
and former agents of this state in negotiating loans and Contracting for rail-road Iron, and also to receive from
any and all persons who may have the control or custody of State Bonds which have
not been negotiated
Sec[Section] 2. The Governor shall also be Authorized to employ an Attorney or attornies when he shall deem it expedient to prosecute and defend or aid in prosecuting and
defending any Civil Suit in this state or elsewhere in which this State shall be a party and for so doing the Governor may allow and pay such agent and attorney
or attornies such reasonable Compensation as he may deem fit and proper
