sect[Section]. 1rst Be it enacted by the people of the state of Illinois Represented in the General assembly That, Charles Oakley be and he is hereby appointed commissioner, to settle & adjust all the contacts heretofore made by this state with Wright & co & Thompson & Foreman of London
sect. 2nd He shall forthwith repair to London and settle & adjust so much of said contracts or of either of them in such manner as the interests of this state may require and if necessary lift the Bands of the state placed with them or either of them and place them with such other house or houses as he shall deem proper and shall from time to time report his actings and doings in the premises to the Governor of this state.
sect 3rd The said Commissioner shall before entering upon the discharge of the duties incumbent on him by this act, enter into a bond with good & sufficint security in the sum of Twenty thousand dollars payable to the People of the state of Illinois & conditioned for the faithful performance of his duties as such Commissioner, which bond is to be approved of by the Governor & filed in the Office of the secretary of state.

1John Logan introduced the bill in the House of Representatives on February 3, 1841. On February 4, the House referred the bill to the Committee on Finance, of which Abraham Lincoln was a member. The Committee on Finance reported back the bill on February 23, recommending its passage. The House tabled the bill.
