Whereas, by an act of the Legislature approved March 2nd 1839,2 for the benefit of the counties therein named, The sum of one thousand Dollars was
appropriated to Henry County for the purpose of aiding said county in the improvement of her roads & the building of bridges & whereas the revenue of
said county for the year 1838, amounted to the sum of Five hundred and thirtyeight Dollars &
45 cents, which was not collected until after the appropriation above alluded to was
made & whereas the county Commissioners of said county being advised of said appropriations having been made directed the clerk of the county Commissioners Court of said county to pay the aforesaid sum of Five hundred & thirtyeight Dollars & 45 cents into the
county Treasury, of said County, which was intended to be received as a part of said appropriation and directed by
the County Commissioners Court of said County to be expended according to the requisitions of said act, & whereas the amount aforesaid
has been expended on the improvement of Roads & building bridges & whereas the clerk
of the County Commissioners Court of Henry County stands charged on the books of the auditor with the aforesaid sum of Five hundred
and thirty eight Dollars & 45 cents,
Therefore Sec[Section]3 1. Be it enacted by the people of the state of Illinois represented in the General Assembly, That the auditor of public accounts be and he is hereby authorized and required,
to enter on his books to the credit of said Clerk of said Court4 the sum of Five hundred thirty eight Dollars & 45 cents

upon the clerk of the county Commissioners court of said county producing a satisfactory voucher to the auditor of Public accounts of the payment
of the same to the Treasurer or county Commissioners thereof The

1Wyatt B. Stapp introduced SB 18, originally titled “A Bill for the Relief of Henry County,” in the Senate on December 2, 1840. On December 24, the Senate tabled the bill. On February 27,
1841, the Senate took up the bill, referring it to the Committee on Incorporations.
The Committee on Incorporations reported back the bill with an amendment, in which
the Senate concurred. The Senate passed the bill as amended, amending the title
so as to read “A Bill Supplemental to An Act to Incorporate the Des Moines Rapids Railroad Company.” The House of Representatives concurred on February 27, but later rescinded that vote and tabled the bill.

5On February 27, 1841, the Senate substituted this text with text related to the Des Moines Rapids Railroad Company. The substitute text does not exist. Earlier in the session, the General Assembly had adopted an act supplementary to the act incorporating the Des Moines Rapids Railroad Company.
