An act to repeal all acts authorizing the prosecution of the Internal Improvement System.
Sec.[Section] 1. Be it enacted by the people of the state of Illinois represented in the General assembly, That so much of the act entitled, an act to establish and maintain a general system of Internal Improvement” approved February twenty seventh one thousand eight hundred and thirty seven and all acts supplementary thereto as authorises the further prosecution of the several works therein mentioned be and the same are hereby repealed.
Sec. 2. No money shall hereafter be expended or appropriated, nor shall any further allowances or payments be made by any officer of this state under the provisions of said acts, to any person under any pretence whatever, unless in compliance with some law hereafter to be passed.
Sec. 3. This act shall not be construed so as to authorize any company heretofore incorporated or any person or persons whatever to claim or exercise any authority or control over any part of any of the works therein mentioned or over so much of the land of individuals or companies, as may have been condemned and paid for, for the right of way under the provisions of said acts.
Sec. 4. The Treasurer of this state is hereby authorized to sell so much of the timber and other articles purchased for the use of the state under said laws, as is liable to go to waste by giving at least four weeks

public notice thereof in the paper of the public printer, and in some other newspaper, printed nearest to the place where the said articles are to be sold on such terms and credits as he shall deem advisable for the best interests of the state.
Sec. 5. The Fund commissioner is hereby authorized to sell the rail road iron purchased for the use of the state if he can sell the same so as to prevent the state from losing more than thirty percent on the cost of said iron, so much of any act of this state as authorizes any person to obtain an assessment for the right of way on any of said works is hereby repealed.
