A Bill to Create a Permanent Board of Auditors for the purposes named therein.
Sec.[Section] 1. Be it enacted by the People of the State of Illinois represented in the General Assembly: That the Auditor of Public Accounts, the Treasurer, and the Secretary of State, be, and they are hereby constituted a Permanent Board of Auditors in the settlement, of certain accounts here in after mentioned, towit: They shall, audit and settle the accounts of the late, and present Boards of Canal commissioners; the late and present Boards of Public Works; the present Board of State House Commissioners; and all accounts with contractors on the works of the Internal Improvement System which have not yet been adjusted or rejected.
Sec. 2. They shall receive no accounts for adjustment unless the same have been created by the authority of law, and are presented in a full, fair, absolute and proper form, accompaning which shall be all the vouchers necessary to establish the justness and correctness of the same.
Sec. 3. The Auditors shall be, and they ^, or either of them,^ are hereby empowered, to administer oaths, or affirmations to witnesses in any case in which they may deem it necessary for the due examination of the accounts with which they shall be charged
Sec. 4. They shall keep all accounts, receipts, [and?] vouchers and certificates examined and adjusted by them, and shall make such reports on the business assigned to them as will enable the Governor, from time to time, to report to the Legislature the true and actual condition of the accounts of the receiving and disbursing agents of the State who are hereby required to present and receive an adjustment of all of their accounts, with the State, at the hands of said Permanent Board of Auditors.
