Sec[Section] 1. Be it enacted by the people of the state of Illinois Represented in the General Assembly: That the county Commissioners of Monroe county are hereby authorized to borrow from any person or persons a sum of money sufficient to redeem all orders issued by said county commissioners for the purpose of erecting public buildings.
Sec 2. The commissioners of said county are empowered to execute any notes or bonds bearing interest not exceeding twelve per cent per annum for the purpose of carrying out this act, which notes or bonds shall be binding on the people of said county of Monroe.
