A Bill For an act to provide for the payment of interest upon the public debt.
Section 1st Be it enacted by the People of the State of Illinois represented in the General assembly
That the fund Commissioner is hereby empowered to hypothecate state bonds at the highest possible rates, and upon the most advantageous terms, such an amount
of State bonds, as will pay the interest becoming due upon the public debt of this
state, on the first day of January next. Any limitation in any law to the contrary, notwithstanding.
