Sec [Section] 1. Be it enacted by the People of the State of Illinois represented in the General Assembly: That it shall be the duty of the Clerk of the Circuit Court to make out and exhibit to the Court, at each term thereof, a full and complete abstract, exhibiting, and distinctly showing the amount of money due said county for docket fees, Jury fees, and fines as the same may appear by the records and minutes of the proceedings of the said court at the preceeding term thereof; which abstract shall show the amount of Jury fees, docket fees, and fines collected, by whom collected, since the exhibition of the last abstract as aforesaid.
Sec 2. If any Clerk shall fail, or neglect to make out, and exhibit an abstract as aforesaid, or if he shall certify the same contrary to truth and Justice, he shall by motion in a sumary manner ^be^ ruled to pay double the amount thereof, and shall moreover be liable to be removed from office
Sec 3. If any clerk, Sheriff, or other officer shall neglect for three months, to pay unto the County Treasury, any Jury fee, Docket fee, or fine collected for the use of the County, the person, or persons so neglecting, their duty shall by motion in a summary manner be ruled to pay double the amount

thereof, and shall moreover be removed from their office
Sec 4 The Treasurer of counties shall keep separate, and apart, all monies paid to them by the Clerks of the Circuit Courts of the Counties, for Docket fees, and Jury fees as now paid, and shall pay the same to the Jurors in the order they present their certificates

1John Pearson introduced SB 162 in the Senate on February 8, 1841. The Senate referred the bill to the Committee on the Judiciary. The Committee on the Judiciary reported back the bill on February 22 with an amendment, in which the Senate concurred. The Senate passed the bill as amended on February 24. On February 27, the House of Representatives amended the bill by adding an additional section dealing with the Northern Cross Railroad. The House passed the bill as amended, amending the title by adding the words “and in relation to the Northern Cross Railroad.” The Senate took no action on the House amendment and amended title.
