Be it enacted by the People of the State of Illinois Represented in the General assembly
Sec[Section] 1st That the Inspectors of the Penetentiary of this State are hereby authorised and it is made their duty to cause to be erected Ninety four additional cells for the confinement of convicts therein to be built of stone or timber as the said board of inspectors shall determine
Sec 2d The said Inspectors are hereby authorised and required to cause to be erected (in the place designed for that purpose) a house for the warden of said Penetentiary suitable for the accommodation of said Warden & his family so as not to cost exceeding the sum of Two thousand five hundred dollars
Sec 3d The said Inspectors shall cause to be erected suitable sheds for the protection of the ordinance and military stores belonging to this State now or hereafter to be placed in the custody of said warden or any person having the care and management of said Penetentiary Said sheds not to cost exceeding the sum of Two hundred and fifty dollars
Sec 4th The said Inspectors shall cause the walls enclosing the area

of said Penetentiary to be repaired and additions made thereto conformably to the recommendations of said inspectors in their annual Report to this general assembly
Sec 5th The warden or other officer or person having the care or custody of said Penetentiary is hereby authorised and required to furnish to each of said convicts at the time of his or her discharge suitable clothing not to exceed in value ten dollars Provided however that no provision as above stated shall be made unless the said convict is wholly unable to procure such clothing
Sec 6th The said Inspectors shall receive proposals for the work to be done in conformity with the provisions of this act and give at least sixty days public Notice in at least two Newspapers of this State of the time and place where they shall be received and upon the opening thereof the contract shall be awarded to the person or persons agreeing to perform such work on the lowest terms Provided such person or persons will give good and sufficient security to the satisfaction of said inspectors for the completion of said work according to the terms which may be agreed upon

Sec 7th The said Inspectors may1 let out said work in such parcels as they may deem necessary and proper
Sec 8th The said Inspectors shall have power to lease the said Penetentiary for any term not exceeding two years upon the best terms they can obtain upon giving sixty days Notice of such leasing in four public newspapers one of which shall be printed in this state and all the duties imposed by this act upon the warden shall be obligatory upon such lessee or lessees who shall give Bond and security as now required by law
Sec 9th The Governor of this state is hereby authorised to negociate Bonds of this state to an amount sufficient to raise the sum of Twenty thousand dollars at an interest of six per centum per annum redeemable at the expiration of Twenty five years and for the Redemption of which the faith of this state is hereby irrevocably pledged
Sec 10th The said inspectors are hereby authorised if they deem it consistent with interests of this State to dispose of all or a part of the Penetentiary land or property not

included within the walls of said Penetentiary or needed for the purpose of enlarging the same
Sec11th Said Inspectors shall give notice for six weeks in some public newspapers of the time and place of the sale of said property (if such sale shall be deemed advisable) and the proceeds of such sale when realised shall be applied to the payment of any debts or demands against said Penetentiary and their amount deducted from the said Twenty thousand dollars hereby authorised to be borrowed Provided that Bond and security shall be taken from such purchaser or purchasers and a mortgage upon the premises sold for payment of the purchase money
Sec 12th The said inspectors are hereby authorised to draw upon the treasurer of this State in favour of the person or persons to whom money may be due by virtue of this act and the said Treasurer shall pay the same out of any moneys in the Treasury not otherwise specifically appropriated or the fund provided for that purpose
