Sec[Section] 1 Be it enacted by the people of the state of Illinois Represented in the General assembly That so much of any law of this State as authorises the establishment of a Board of Fund Commissioners is hereby repealed and there ^shall be and^ is hereby created a Commission of Loans to consist of one member Who shall ^to^ be styled ^“the^ Commissioner of L[o?]ans”

Sec 2 So much of any law of this state as authorises the establishment of a Board of public works is hereby repealed, and there shall be as is hereby created a Board to be styled “the Board of “Internal Improvements” which shall consist of three members one in each of the following Districts to wit

who together with the commissioner of Loans shall be elected by a Joint vote of the General assembly at its present assembly [session?] and the Commissioner of Loans and the [persons?] to composing the first board of Internal improvements shall hold their offices until the first day of March 1841 and until their successors are elected and qualified, and

“the commissioner of Loans” and “Board of Internal Improvement” shall hereafter be elected at each regular session of the General assembly and shall hold their offices for two years; and until their successors are elected and qualified Vacancies in the office of “commission[er?] of Loans and in the Board of Internal Improvements accruing during the recess of the Legislature shall be filled by appointment by the Governor

Sec 3 Said “Commissioner of loans” shall have the same powers and perform the same duties as are now required by law to be performed by “the Board of Fund Commissioners” and shall receive the same Compensation as is now allowed by law, all provisions of law heretofore made refering to “the Board of Fund commissioners” shall be considered as applicable to, and refering to the [“]commissioner of Loans”

Sec 4 “The Board of Internal Improvements” shall have the same powers and perform the same duties as are now required to be performed by “the Board of Public Works” and each member of the Board of Public Works shall be Internal Improvements shall receive a sallary of One thousand Dollars per anum in [Lieu?] of the compensation heretofore allowed by Law all provisions of Law heretofore made refering to the Board of Public works

shall be considered as applicable to and refering to “the Board of Internal Improvement[”]

Sec 5 It shall be the duty of the Board of Fund commissioners within Ten days after the Election and qualification of “the Commissioner of Loans[”] to deliver over to the said [“]commissioner of Loans” all money, Books, vouchers, contracts[,] and all other Documents belonging to or [aper?] appertaining to the said Board of Fund commissioners together with all property belonging to the state with an Inventory of said property

Sec 6 It shall be the duty of the Board of Public works within Ten days after the Election and qualification of “the Board of Internal Improvement” to deliver over to said Board all moneys[,] vouchers[,] Books[,] drawings[,] and all other documents belonging to or appertaining to said Board of Public works and it shall be their further duty of said board of Public works to deliver to said Board of Internal Improvement on or before the first day of April next all Instruments and other property belonging to the state which may be in their possession together with a true Inventory of the Same

Sec 7 “The Commissioner of Loans” and “the Board of Internal Improvement” shall give bond and be qualified as is now required by Law for “the Board of Fund Commissioners” and “the Board of Public works”
