A Bill for an act creating a Board of Auditors
Sec 1 Be it enacted by the people of the State of Illinois represented in the General
Assembly,
That the Auditor of Public accounts, Treasurer and Secretary of State are hereby created
a Board of Auditors, whose duty it shall be to audit and settle the accounts of the
late and present Board of Canall Commissioners. The present and former Canall ^The present & former Fund Commissioners^ Treasurers, The late Board of Commissioners of Public Works, and the Board of Public
works.—The present Board of State house Commissioners, And to settle with such contractors
as have been engaged in the system of Internal Improvement, as have not had their
accounts adjusted, or rejected, And the successors of such of the above named officers
as shall hereafter be elected, or appointed
Sec. 3. said Board of Auditors shall meet quarterly
^yearly or oftener if necessary ^^or oftener if they should deem it necessary ^at the seat of Govern

sec 2. Said Board of Auditors shall meet quarter yearly, or oftener if they deem it necessary,
and it shall be the duty of all of said officers and others contemplated in the first
section of this act, to appear before said Board, or transmit a full and perfect statement
of their said accounts, accompanied with all necessary vouchers and proofs for a full,
fair, and final settlement of all their accounts.—And the said Board shall proceed
immediately upon the appearance of said officers and others, for a settlement, or
on receipt of said accounts and vouchers to audit and settlement adjust & settle said accounts the same; 0 And no account shall be presented before said Board, or audited by them
which has not been contracted or created in pursuance of Law.

Sec. 3.—A majority of said Board shall be sufficient to do business, and they, or either
of them, are authorized to administer oaths or affirmations to witness who may be
brought before them, And said Board of Auditors shall keep and file in the office
of the Auditor, a full and fair statement of all such accounts as shall be adjusted
and settled before them; with duplicate, or certified copies of all such vouchers
or other papers as may be laid before said Board, To the said
^so^ that the Governor and Legislature may be furnished with such information touching these branches of the public service
as they may from time to time require.

Sec. 4 Said Board are hereby authorized to summon the State House Commissioners The Canall Commissioners, The Canall Treasurer and the Fund Commissioner, or either of them, and their successors in
office to appear before them for settlement or forward their accounts & vouchers at
such times as they may Judge expedient and if said officers or either of them shall
fail or refuse to appear when so summoned or within days thereafter it shall be the duty of said Board to notify the Governor thereof,
and the Governor is hereby authorized and required to remove said officer or Officers
from Office, and the vacancy or vacancies thus occasioned shall be filled by appointment
by the Governor, And, such appointment shall continue until superceeded by an election
in conformity to Law.

he it shall be superceded by an election in pursuance of Law.
Sec 5. It shall be the duty of said Board of Auditors to notify the Governor of any
delinquency that may occur in the settlement of the accounts of all such officers
as are described in fourth section of this act, it shall be the duty of said Board
