For the Improvment of Big Muddy River for which the sum of Fifty thousand dollars is hereby appropriated and the said Board of Commissioners of Public Works are hereby authorized and Required to apply and expend the Said appropriation in the construction of slack water navigation in the Said River adapted to Steam Boat [...?] Keel-Boat[,] navigation and flat Boat Navigation Beginning at the mouth of the said River
