If any of the counties Shall by a vote determine not to take their proportion of the School fund as provided in this act—they shall have the right to take the same, at any time hereafter when they Shall determine to do so, by a vote of a majority of the qualified voters, at any regular election of such counties, in proportion to the number of white children under the age of twenty one years at the time of such election
