Provided that the control in the directors of said Bank shall be increased on the part of the State in the same ratio as the increase of the stock, and that the number of directors appointed on the part of the state shall bear the same proportion to the number appointed by the private stockholders as the stocks of the state in said Bank does ^bears^ to ^the^ stock of the private stockholders.
