An ACT for a State road therein mentioned.

Governor to receive bonds from bank & destroy them.
Sec.[Section] 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly, That the Governor be and he is hereby authorized to receive from the State Bank of Illinois one hundred thousand dollars, in bonds, issued by the authority of this State, in discharge of its bond given in eighteen hundred and thirty-six, for the redemption of the Wiggins loan.
Duty of Auditor.
Sec. 2. That the Governor is hereby authorized and required, after receiving the bonds, under the provisions of this act, to publicly burn or otherwise destroy the same, in the presence of the Auditor, Secretary of State, and the Treasurer; and the proper accounting officer shall, upon his books, enter a record of the transaction.

Sec. 3. That Jacob Talkington, George Waller and Henry Teeple, of Morgan county, be and they are hereby appointed commissioners to view, survey and relocate a part of the State road, leading from Hillsborough to Jacksonville, viz: To commence at a suitable point, east of Waverly, in said county of Morgan; thence to and through said town, passing on the south side of the public square; thence, to intersect the present road, at or near the steam-mill, west of said town. A report, with a survey and plat, shall be returned to the commissioners' court of said county, to be recorded and filed; the expense to be paid by the county, upon the order of the commissioners' court.

1On January 25, 1841, John S. Hacker introduced a bill, originally titled “A Bill for the Redemption of the Wiggins Loan,” in the Senate, and the Senate referred the bill to the Committee on Finance. On January 26, the committee reported the bill without amendment and recommended passage; however, the Senate then voted to lay the bill on the table. On January 27, the Senate amended the bill and, after several procedural votes, voted to engross the bill as amended and send the bill to a third reading. On January 28, the Senate agreed to reconsider the bill and then laid the bill on the table. On February 26, the Senate took up the bill again and agreed to amend the bill by striking out everything after the enacting clause and inserting new language concerning a state road. The Senate then amended the title and passed the substitute bill. On February 27, the House of Representatives amended the bill, and the Senate concurred in the House amendment. On February 27, the Council of Revision approved the bill and the act became law.
