[sec?] And be it further enacted etc That the Postmaster General be & he is hereby authorised to advance to the Ocean Steam Steam Navigation ^Company^ a sum not exceeding twenty five thousand Dollars, per month, to enable said company, to [complete?] the “Steam ship” Franklin, now building by said company, and to take security on said ship for the money so advanced, in such way as he may deem most safe for the united states, and said money to be reimbursed, from the payments to which said company may be entitled for carrying the mail, to Southampton & Bremen, according to their contract. Provided that the whole sum advanced, shall not exceede one hundred & fifty thousand
