That from and after the first day of October next, the
postage on newspapers and other printed matter shall be
as follows: all newspapers, pamphlets, magazines, and
books, whether periodicals or not, not exceeding one
ounce in weight, shall be charged with one cent postage,
and a like sum for every additional ounce, or fractional
part thereof, amounting to a half ounce: Provided, That
^(^newspapers, not exceeding one ounce in weight, and not
sent over fifty miles from the office of publication, shall
be charged with one half-cent postage; and on all news-papers not sent from the office of publication, the postage ^Dickinson^
must be ^one cent &^ prepaid: And further provided, That nothing
herein contained shall take away the right of publishers
to receive newspapers in exchange, free of postage. ^; & the [like?] privilege of exchange shall be extended to other periodicals the same as newspapers. And Provided further ^that^ Newspapers not exceeding five hundred square inches & sent in bundles weighing four ounces or more & directed to one person only, shall be charged with post at the rate of one cent per ounce.
