Whereas, it is represented that some incorporated cities and towns in this State pay a State, county and corporation tax, on all taxable property within the same, and that others are exempt from a portion of said taxes;
Therefore,
Ordered, That the committee on Finance be instructed to report a bill, making the taxes on all incorporated cities and towns uniform, either by exempting said incorporated cities and towns from a portion of said tax, or by making all pay equally alike[.]
1John J. Hardin introduced the resolution in the House of Representatives on December 29, 1840, and the House rejected it. The House later rec-considered this vote and adopted the resolution. On January 14, 1841 the Committee on Finance, which included Abraham Lincoln, reported HB 106 in response to the resolution.
