Resolved by the Senate, the House of Representatives concurring therein, That a joint select committee of two on the part of the Senate, and three on the part of the House of Representatives be appointed to draft and report joint rules for the government of the two Houses.
1Adam W. Snyder introduced the resolution in the Senate on November 25, 1840. The Senate adopted it and appointed two senators to the joint
select committee. The House of Representatives concurred on November 26, appointing Abraham Lincoln and two other representatives to the committee. On November 28, the joint select
committee issued its report, in which the House concurred. On December 7, the Senate
adopted a resolution making the joint rules of the 11th General Assembly the rules for the 12th General Assembly. The House concurred with this resolution
on December 9.
