Resolved by the General Assembly of the State of Illinois, (two-thirds concurring herein) That it be recommended to the electors of the State of Illinois, at the next general election for members of the General Assembly, to vote for or against a convention to amend the constitution of this State.
1Jesse K. Dubois introduced the resolution in the House of Representatives on February 16, 1839. The House adopted it by a vote of 54 yeas to 33 nays, with Abraham Lincoln voting nay. On February 18, the House re-considered this vote, tabling the resolution. On February 22, the House took up the resolution and adopted it by a vote of 56 yeas to 26 nays, with Lincoln voting nay. On February 25 the Senate, which had passed a similar resolution on February 22, tabled the House resolution.
