As early as 1820, Biggs was an early resident of Palestine, Indiana, the county seat of Lawrence County. After the county seat was relocated to Bedford in 1826, Biggs relocated there. Biggs and his brother Samuel opened a tannery in Bedford in 1827, which they operated until about 1842. In 1845, Biggs married Nancy Ann Johnson, and in 1848 he remarried to Elizabeth Cameron. In 1850, Biggs gave his occupation as farming, and he claimed $6,000 worth of real estate.
